i'm by no means a painter but i would imagine you need to lighten up the color of the fenders to get the tan to match better. i think it would be ok to use the light gray primer or even the tan primer.

I actually paint on a daily basis, so yes you need to put down a base primer. However you need to get a gray scotch brite and get it wet. Then in a circular motion scuff up the new part. The reason for this is because the parts come with a film on it. Also a wax and grease remover will be needed. If you can put the bumper near heat for a bit that will help get all the gases out of it too. Its not a hard step but an important one. Now if its a used part just scotch brite it and prime it. This will result in no lifting or peeling of the paint. Hope this helps.

u dont need a primer on the old jus a sealer to cover sand scrathes then spray ur tan. for new front end if its new parts its eithier primer which u will need to sand with a 320 grit or 500 grit, hit all edges with a red scuff pad, wipe with wax and grease remover then tack cloth, spray your sealer then your tan. or if its a RAW bumper which i a new bumper with no primer on yet u want a alcohol based cleaner wipe with a rag this will soften the plastic opening the pores, when ready to paint wipe again hen tack lightly not making it static up. if you need me on this PM me i paint cars for a living.
