i assume youve checked your fuses normally the taillights are wired thru the gauge lights so if the gauge lights are working id check to make sure the lights are properly grounded the bed has rubber between the bed and frame so if they are grounded to the bed try grounding them directly to the frame .....also common sense would be check the bulbs....its got to be either a power issue or ground issue

Yea all grounds are secure. still no luck. the tail lights are on when i do not have my headlights on but they do not light up completely when i use the break. also when i use the turn signal if i turn my left signal on my right rear flashes and when i use my right turn signal the right rear jus turns on no flash nothing.
I am in dire need of a fix and this wiring is not helping me out at all. I havent gotten a ticket for anything else besides the tail lights and i have 4 in the last week to prove it

i had a similar problem on my 95 dime, and it was caused by wires shorting out in the steering column. i also repaired the tails on a square body dime years ago, when the girl hit the brakes the lights wouldn't work but the front right signal would light up. there was a mess of wiring spliced in the rear. i cut it all out about 4ft from the bumper and re-wired it. it took care of the problem. whoever wired your tails might have crossed the power wires so i recommend cutting the harness forward of the original splice and re-wire it.

what you have is a fire hazard ...the lights are wired incorrectly and need to be rewired id suggest unhooking the wiring and use an ohm meter or dummy light and have a buddy with ignition on go thru the motions and as he hits the brakes turnsignals and tails the ohm meter will read which is which then you can rewire accordingly if it all f-ed up back there then its up to the column
